MPG mistery

I, like some others here, have had the MPG at about 16. Since my car is 12 year old, I did not bother much about it. But recently I replaced the small vaccuum hose from the PCV nipple to the throttle body, and I noticed that my MPG has risen to 18.
But while playing with it, I discovered the strangest thing:
you can make your MPG to display whatever you want!
I reset MPG reading while crusing at high speed on the highway. The minute after the reset, I took a glipse of the SID, and it said "32 mpg"!
That could not be true. I do not think this car even has it in its design.
Since I am watching it all the time now, I noticed that as I drove, MPG has been getting lower and lower, and after about an hour read 28 MPG.
Better yet, when I started next week in the city, the number stayed high: it very gradually dicreased itself to 22 MPG over the course of several days. I decided not to reset it anymore to get the "real" number. It's been over a week now since it has settled on 18, and does not go any lower, even though I am doing strictly city driving now.
The point is, I do not think you can trust that number. You have to measure it yourself, I am afraid.
If I can make the SID to display "30 mpg" on this 1994 NG900, imagine what could be done with the newer cars!
