You hear that so often, my knobs broke on my manual controls on my HVAC, when in fact the reason the knobs broke is because the mechanism they're attached too froze up, the $600 mechanism deep in the dash. There is a somewhat recent factory modification for this.
The digital stuff, ACC, seems more durable. There's frequent reports of knob failure, but infrequent posts of ACC failure.
The ACC is a sign of an SE NG900 or OG9-3, or a premium package in a 2002 9-3SE. In addition to the ACC you also get a power passenger seat, memory drivers seat, upgraded stereo with subwoofers in the door and amp, and often an improved functionality to the SID. For 2002 you also got full leather instead of cloth inserts and an ever so slightly firmer suspension.
The SE stuff is good stuff to have and most prefer it to the non SE cars.
