What you are probably hearing is the SAI (Secondary Air Injection) pump. You didn't say which engine you have, but the SAI I think was only on 1995-1996 S-2.3NA and SE-V6 models. It feeds air into the exhaust manifold to help the catalytic converter do it's job when the fuel mixture is rich at cold startup...keeping the car in DOT emission specs under these conditions. Normally this should only run at startup and shut off after a few minutes once the car has warmed up. You may have a bad relay (stuck on) or the control unit is stuck in an on signal for the pump (I think the unit is controlled by the FI ECU, but not sure.
On 1995 models (OBDI), you can just disconnect the system...there are no drivability issues. However on 1996 models (OBDII) disconnecting the system will throw a CEL, so you need to keep it going.
I would start by swapping some relays under the hood to check it (there are several in the box which are the same relay (horn, fog lights, etc)...look at the relay part numbers on top of them to know which ones you can swap.
