You can always roll the miles forward to a higher mileage, that's not against any laws.
Who in their right mind would want to roll the mileage to a higher one to fool a buyer??
You cannot and it is against the law to roll mileage backwards even if it was technically possible, and the Saab tool does not allow it.
You can install a brand new odometer in a car and have the dealer record the old mileage in the service manual and place a sticker on the driver door jamb, stating the date and mileage when work was done.
