I guess I wasn't clear enough on my description of this strange problem. The vertical movement I'm concerned about is at the inner attachments of the tie rods to the steering rack at the center of the firewall. The tie rod attachment studs on the rack move vertically, actually rotating about the axis of the rack. I observed this movement by changing the toe-in by wiggling one front wheel which was jacked up.
My alignment guy said he could not get a good alignment on this car, even after I changed the inner tie rods at his suggestion.
This vertical play would explain the persistence of the front shimmy, which can be stopped by a steering input, such as a lane change.
