"The tie rod attachment studs on the rack move vertically, actually rotating about the axis of the rack. I observed this movement by changing the toe-in by wiggling one front wheel which was jacked up."
This is how this steering is designed. As I said the vertical movement allows for reducing toe-in/out as the suspension travels while on the move. The shop should be able to adjust toe in/out. If he finds it difficult then there is something else not right with your suspension.
