As far as the recall directives to all dealers, there is no checking or upgrading of the software when doing the IDM (DIC) recall.
The only directive dealers have is to unbolt and lift up the IDM to check the serial number. If the serial number is within the range of the bad ones, they install a new one.
Why the software is not checked or not needed we will never know.
As far as the <blue TSB 248-2435 that would be installed with the new DIC's>.
It is a general Technical Service Bulletin that went out in December 2003 letting dealer know what software that's new in cars.
The color blue, refers to an internal color system that Saab uses when prioritising TSBs.
A red TSB (modification instruction) must be done to the car due to, safety-related measures, legislation-related measures, measures due to serious engineering/design faults.
A blue TSB (Service information) may be done due to a, continuous engineering/design modifications, improvement of method, customer complaints, new tools.
A green TSB (Technical News) is just, tips for mechanics, general instructions.
It is another TSB (248-2428) found in the 9-5 WIS manual mentioning the IDM update when replacing the IDM but for some or another reason, a similar TSB is not found in the 9-3 catalog even though the 9-3 have the same fuel computer and download capabilities as the 9-5.
Part of the software description said the software would prolong the life of the new IDM so why that software is suddenly not needed we will probably never know.
One guess is that Saab wants to do this recall campaign as cheap as possible and therefore doesn't pay the shop to check for or update the software as well as checking the sparkplugs when the IDM is inspected/replaced.
These TSBs listed above, are now old in nature and new ones may be out contradicting the above.
It is not uncommon that a TSB comes out and then some years later a new one comes out, deleting the first one.
The many PCV updates are a reminder of that.
