Here is what I did for my 96 SET:
Take of both rear wheels and pull up ebrake until you can just barely hear the pads scraping when you spin the rotor. Locate the adjuster hole in the rotor and look through either that or one of the lug holes to locate the adjuster wheel. Insert a medium sized blade screwdriver and crank up or down on the adjuster wheel. One way tightens the pads against the rotor and the other loosens, having the pads tight against the rotor helps you identify what does what. Once you realize which way you need to go with the adjuster you can drop the e brake down in the car and just keep cranking the adjuster until you hear the pads brushing against the rotor. Pretty simple and about a 30 minute job max. There is a chance your cable is stretched, or you have a frozen adjuster, etc, but this adjustment is a place to start.
