When working properly, the p-brake gets zero wear and will never need to be adjusted. If adjustment is needed, the p-brake shoes are dragging and wearing. Adjusting at that point is simply tightening the noose around your neck. The problem needs to be fixed, remove rotor and clean and lube to fix the problem. The leakage at the rear of the backing plate can also be a problem and the cable may be rusting in its jacket.
So don't just adjust it. Yes a dealer will probably adjust it for you and will expect to see you again for new rotors and p-brake shoes. The prior post does describe the adjustment method, but do that after doing the preventative maintenance.
