If the compressor does not engage, meaning the clutch on the pulley does not even try to pull in, I would investigate some more. "power to the compressor" is pretty meaningless, the power to run the compressor is supplied by the belt and the pulley which turns all the time.
When power is applied to the electric clutch, all it does is couple the pulley and the compressor using and electromagnet. There is a lot of information on the clutch, the pulley bearing, the compressor cutoff switch, relay, etc. online.
As for the drier, once the closed refriegerant system is drained and opened, enough moisture gets in that you should normally get a new receiver drier canister (about $60 at eEuroparts.com plus the cost of two o-ring seals).
There are also two limit switches at the drier which keep the system from running if the pressure is out of range, to prevent damage to the compressor and ohter components.
