Thanks for your reply, in answer to your questions...
1&2. I did not drop the oil pan. Under the valve cover and in timing area everything looked quite clean with no sludge, so I left it alone.
3. I did not pull the oil pressure relief valve but I will check it for signs of scoring. There was no issue here before the work, but perhaps I contaminated the inside when working on it - so I'll check it out.
4. I'll also check the oil pressure light - I assume that you turn the ignition on, the lamp should light and then after engaging the starter the lamp will go out - right.
Again thanks, this is very strange and slightly bothersome. I have spent a lot of time on my SAAB, recently so I might live with the whine for a while.
Maybe you could comment on these ideas - If they are stupid, tell me, you won't hurt my feelings.
1. As a relatively easy method of maybe diagnosing the cause, I thought about removing the tensioner and backing it off a couple of clicks and then reinstalling it without spring. If I notice a change in the whining sound, this would tell me which system is the problem.
2. I was also considering as another option - down the road... I've read on the board that these engines run reasonably well without a balance chain. I'm fairly certain its either the balance or timing chain (or related) so if I just cut out the balance chain it would eliminate half of the probable causes :)
