bigger turbo alone would not do that

It might work better, but a bigger turbo does not mean more air flow or boost pressure. The boost control system takes care of that. So you are only hearing half of the story. You have a T7 system. Find out if the modified 9-3 was a T5 or T7.
There are other ways to increase boost. As modifications are made, one of the last things to be changed is the turbo itself, as the stock turbo can deliver a lot of power before it becomes a limiting factor. If a stock turbo has failed, it can be be rebuilt, but that does create an up-sizing possibility, but this should be done as part of a well thought out path of modifications.
