California 900 S '96 smog question

It's been a year since I bought my '96 900S. At that time I posted here about the problems I had passing it through smog, since the OBD II sensors would not set ready. Eventually the car got sent to the California ARB, who managed to get it through.
The problem is simply with the sensors: they are really difficult to get set ready. The car is very clean once they are and it's measured.
Now I need to sell the car, but am confused about the smog requirements. The DMV is very clear that it is the seller's responsibility to have a smog test done when selling a vehicle. Yet I have several times sold cars in part exchange to dealers and places like CarMax, and I have never had to worry about a smog test.
I've checked the OBD II sensors and sure enough they don't show ready, despite going through the drive cycle. They have somehow become unset since last year.
I went to CarMax and they offered me $2,500 for it. It seemed low to me, but at least I wouldn't have the hassle of getting the smog sorted out myself if I sold it privately.
It just seems crazy that this car is worth less than half of what I paid for it in less than a year. That's some depreciation curve!
Any advice or commiseration gratefully received :-)
