No it's not that it's worth less than half of what you paid, that's what Carmax is willing to pay to be able to sell it again for just about what you paid for it a year ago (or maybe a little bit less).
Yes it is a very forgotten piece of law here in CA that the seller MUST provide a smog certificate when selling a car.
The readiness codes are very troublesome to set on these 96-98 non turbo 900 and CARB (or it was probably a referee station your car went to) might not even have bothered with it but just looked over the car and checked so that all smog devices was installed and working and that the car passed tail pipe emission.
The referee stations have the authority to pass a car even if readiness codes are not set as long as all the mechanical stuff is there and working.
