Yes, the pads can drag on the rotor just a bit. When you release the brake, the only thing pushing the pads away from the rotor is the rotor itself. There's no spring to back it away, so it always drags a little. The rotor is never quite perfectly straight, so it hits the high points. When you press lightly on the brake, it touches all the way around.
If you like to do DIY brake jobs, you could check that the caliper slide pins are clean & they slide without binding. Maybe some brake anti-squeal will help; that's like rubbery glue between the pad backing plate & the caliper.
