Depending on your driving, you aren't too far off the mark...
My '96 900SEt, with 210k miles gets 24 with around town driving, and anywhere from 26-30 on the highway, depending on a variety of factors - headwind being the biggest factor.
I'm a bit of a leadfoot - 75-80 on the freeway is the norm on the freeway. Decreasing freeway speed doesn't seem to affect mileage much. Acceleration does though. Around town, my acceleration method usually involves the pedal making contact with the floor, and the turbo needle swinging pretty far to the right. Occasionally the rev limiter has to step in and bring things back into the realm of respectability.
Gas is premium with 10% ethanol, tires at the recommended door sill pressure, techron every oil change, cleanish air filter, plugs changed about 1x/year, saab sport exhaust Never messed with the O2, as it is really expensive last time I checked, and the check engine light hasn't complained about it.
