Black panel on SID turns off gas, temp and rpm meters

I have some serious problems with my 97' saab 900 SE. There seems to be something wrong with the wiring somewhere. When I try to start the car it cranks but won't start. The lamps in the dash gets weak and "flicker", and the relays under steering column starts to make a noise, as if they go on and off as I crank the engine. I also noticed that when I push the "black panel" button on SID all the gauges in the dash turned off. They came back on when I pushed the button again. This starting problem is an intermittant problem that comes and goes with no special pattern. One time when it wouldn't start I moved the cd player a bit, and then the car started. I have examined the wiring behind the cd player but I can't find any short circuit. Does anybody have any clues?
