A/C systems are supposed to have only R134 and proper oil in them. If you have air or moisture in there, they will not work very well. Saabs are particularly sensitive to this it seems.
The pump is used to pull everything out of the A/C system. Moisture is a definite problem but it will be pulled out with a good vaccuming. I beleive the spec I saw was 29H for 30 minutes, then add in refrigerent.
If you are opening the system to fix that hose, you need to replace the dryer as part of the job. You might want to do the expansion valve while you are in there, they do go eventually. I would also suggest replacing the valve cores on the high and low pressure sides.
If you have a link for that pump I will read the specs and give you my very amateur opinion on it.
