The bolts are seperate, meaning they nuts are not welded or caged. If you shear all 4, you should be able to remove the sway bar. Upon doing so the bolt shaft should be exposed and easy enough to tap out or grip with vice grips to loosen. As I recall, the nuts are on top and the bolts thread up through the sway bar.
Leo's idea of driving the car should loosen the bar if the bolt shaft has rusted inside the hole of the bar. Jacking one side of the car might do it too as it should twist the bar. I'd be careful about applying heat as the brake lines and cables are too close, but they could be moved/protected in a last ditch effort. I usually heat with a torch, coer with liquid wrench, and repeat....then try to loosen.
