Follow-up thought: I just noticed that you said it's running rough throughout the range! I've had that 3 times before: 2 times it was a loose or pinched vacumn hose, the other time it was a bad plug grounding out like crazy. A pinched or loose vac hose is very common after plug replacement since you have to pull the intake plenum.

Another possibility, but not a very likely one, is that you introduced an air leak in the intake through one of the manifold gaskets when you R&R'd the plugs. Did you change them out? You're supposed to each time the system is removed but I do not always do so.

I don't think the exhaust mod by the p.o. would cause a dramatic fall in mileage or rough running. If you had the mod when it was running well and now it's not, that seems like something else to me. Bad 02 sensor could be a possibility with the mileage but not the rough running; bad 02 sensor would also trigger a CEL, which I assume you're not getting. Air filter is a good idea. I suppose you could also check the fuel filter for a small change in mileage, but nothing this serious.

When you're checking the air filter, carefully check to be sure the full air intake system is aligned and not leaking. It's easy to botch slightly when reassembling.

The old C900s sometimes had bad MAF or air mass meters. That should trigger a CEL these days.

It really sounds most like a spark, air, or in a worst case--engine management/computer problem.
