I think most people living in northern climes have had some sort of rear brake issues. Drum brakes on the rear are starting to look pretty sexy to me lol. Those look like toast, but the caliper could just be rust bound. Remove the pads and see if you can get the pistons to budge. I just changed one of my rear rotors this summer as it was noisy and the inside of the rotor was even worse then yours!!! It had huge gouges of rust pitting and the rust had just eaten away the inner pad completely.
