Is this wrong -- rusted rear brakes ?

I was replacing rear suspension on my car, and noticed that the rear rotors are completely rusted. It appears that the pads had not touched them in years. The rust is deep and coarse. The pads are not worn out -- they are about 10 mm thick. Do SAABs only brake with the front wheels when you press the pedal? or do I have something gone very awry with my brake system?
