For this test, you need to leave the sensor connected. Backpin the plug or make a jumper-wire so you can measure voltage while it IS connected.
With the sensor disconnected, your ECU will go to open-loop operation & run a bit rich. The swinging voltage should only happen when the sensor is still connected.
This is true for the front O2 sensor, which is the only one which should actually influence control over fuel supply. The rear O2 sensor only measures whether the cat is OK, it doesn't participate in fuel control.
