It sounds like your tensioner pulley was always "off" by 1/16 (~1.5mm)
Knowing the stiffness and width of the belt, its probably immaterial that its riding 1.5mm off the tensioner pulley. (Assuming its ONLY the tensioner pulley)
If you're worried, you can change the tensioner pulley (~$30 part + cutting a hex key). It is very very tight down there. Otherwise, its an easy job to do... However, you may or may not solve the problem, as it may be the tensioner that is "off", and not the pulley. If you decide to add shim/spacer to make up for the gap, you will decrease the thread engagement length of the pulley-tensioner bolt. This may also be immaterial.....(I forget the size of the bolt and the engagement length)
