Doesn't have to be WET. Wind-chill temperatures are valid for equivalent heat loss from a surface that's heated to maintain 90deg.F or so. They take into account evaporation of moisture (sweat) but that's a small variation compared to the idea that your body is using energy to maintain the temperature.
Wind chill will cool off your engine more quickly, but the final end-temperature doesn't go lower than the 'real' temperature.
