Yes, replace the gaskets and buy new head bolts, it's relatively cheap and then you don't have to worry about it. I did this on a 2000 9-3SE and the gaskets were somewhat cracked and brittle, and I had the old style bolts that are not as good as the newer ones.
Are you sure on the price quotes for the valve cover gasket? I ordered the Elring gaskets from eeuroparts and the inner and outer came as a set for $16US. I think you may have been quoted a head gasket set, or maybe the exchange rate is that bad now? Eeuroparts ships international so you may want to try them out for the parts.
One tip for the gaskets, use some gasket sealant in a few places to tack down the gasket in the valve cover, otherwise it will fall out when you go to place it on the engine.
