I have never heard of such a thing. Dont know what the others think, but sounds like typical customer "service" BS to me.
Double check the radio fuse again in the fuse box at the side of the dash its easy to check the wrong fuse. If that is good, there is another fuse on the radio unit itself. You will need to pull the radio out of the dash to check that, its located on the back of the radio unit.
You can get a tool to remove the radio from most parts stores, but I just find something of the correct diameter to stick down each of the four holes (at the same time) then pull the radio out. If the fuse on the back is good check the wiring to the unit itself. If all that is good only then suspect the radio.
In my view its not the battery, unless someone here disagrees.
PS I would always come here for my advice on a 96 before I ever called saab. Just my 2C
