Intermittent minor problems will not trigger the check engine light right away many times.
The fuel computer checks and log an infraction in its own memory and if it happens three drive trips in a row, it turns on the check engine light.
If the problem stay away for awhile, even the logged infraction is removed in its internal memory.
This checks and balance test (readiness) is the result of this testing that the fuel computer does while you are driving and when everything is fine, it flags that the car is ready and the smog station see that when you have it tested.
If the fuel computer feels something is wrong and logs an internal fault code, it will not flag readiness and the car will not pass smog even if the check engine light is not on at the time.
Removing the battery cables will automatically remove the readiness status since it resets the computer.
So the only thing you can do now is to drive the car and if lucky, it might deckare itself ready or the check engine light will come on again.
