Diagnosing '99 9-3 ACC all heat all the time

The ACC on our '99 9-3 is putting out heat all the time. Our local mechanic suspects that the louvers on the heater box are broken and he reports that the repair would take about 20 hours
of labor. So before we go down that path I'd like to eliminate any of the easier to fix possibilities such as broken temperature sensors or even a faulty ACC controller.
My starting point for the diagnosis is the ACC self test. When the car is cool (it was 50 degrees this morning) the self test reports 0 errors. If you let the car warm up the center console becomes very warm and the ACC display starts to lose display digits. An ACC self test at this point is inconclusive since the display is unreliable but the sounds of the test seem different and sometimes it terminates early. So I'm suspicious of the ACC controller.
Does anyone know if the ACC self-test would be able to detect faulty louvers on the heater box? Or is there anyway I can get a look at the heater box and confirm the problem before taking the entire console apart?
