I just went through this! I doubt the louvers are broken. But the motor may have become dislodged from the gear to turn the louvers. Check out Geoff's write-ups on this. All you need to do is remove the glove box and side panel on the passenger side to see the motor. Then increase and decrease the temperature on the ACC to see what's going on. You may have to remove the amp for good access to the motor. Remove the 2 screws holding the motor and keep playing with the ACC to see if the motor is working. Use your hand to move the linkages up and down when the motor is removed. You should then feel the difference in temperature. Play around with putting the motor back on so that it engages the gears. It should only take a couple of hours to do this.
