I had a similiar problem on my 94 900s. Turned out a section of the "toothed" line had broken off inside so it only went down part way, and never all the way back up. I knew it wasn't the motor because I could hear it go on and off. Bought a replacement antenna from eeuroparts,took the thing apart, removed the broken off section, fed the new line into the motor assembly, and wouldn't you know it, it finally goes all the way up and all the way down. I can finally go through the car wash again! The best 13-15 dollars I've ever spent. Probably one of the easiest jobs too, if you just take your time, and definitely pay attention to how you take it apart, so you're sure to put it back together correctly!
