Need new Brake Pads after 30,000 miles?

I have a 1999 9-3 SE with about 29,000 miles on it, a majority of them for city driving. The only parts that have been replaced on the car are the muffler and the tires. I do get regular oil change etc.
I don't know much about cars, so I worry if I need to change the brake pads or other critical parts. Will there be any indication (sounds, dash board message) that the brake pads are worn out and need replacing?
Also, I need to take the car for its 30,000 mile inspection. Should I take it to the Saab dealership or any authorised repair facility? How much should I expect to pay?
I took the car in for its 20,000 mile servicing (but not at a SAAB dealership) and no major defects were noted at that time 2.5 years ago. However, I did not have a good experience with that shop at all (major understatement) and so do not trust what they did or did not say.
