After a little troubleshooting tonight, I found that the solenoid that actuates the turbo bypass valve was stuck. After fixing it, the car again has full turbo boost (and noticeably more exhaust snarl along with the restored power), so this could be the problem with your car, too. The stuck solenoid was apparently holding the turbo bypass "hooter" valve open, so the car could not build full turbo boost.
I took the solenoid apart to fix it, but it was very clean in there. I would recommend based on what I found to put a drop of WD40 in the port at the end of the solenoid opposite the connector, then blow through it with compressed air until you get air flowing out the port on the side. That will be enough to free it and fix the problem. Don't poke anything sharp into the port, as it might damage the seal on the piston. If you don't have access to compressed air, use the red straw from the WD40 can to push the piston free, through the port opposite the connector. Apparently, after my car sat for a week, the little seal bonded itself to the housing, and the solenoid was not strong enough to break it free. The solenoid is located at the back of the engine bay, hanging from a steel bracket that tucks under the weatherstripping at the back of the hood.
