Hmmm, 'Delaership Ethics' - is that like 'Military Intelligence' or 'Jumbo Shrimp' j/k :)
If you've always gone there for service and the tie rod ends are rusted together, then they have not been diligent in inspecting and lubricating them.
To best understand the $500 estimate, I would get a detailed breakdown of the work. I would expect an alignment to be included in a tie rod replacement, so perhaps the $500 includes the alignment, thus all the work would only cost you an additional $401.
I have gotten detailed written estimates, then called the same dealer's parts department from my mobile phone and gotten a lower price quote on the parts - and on more than one occasion - so I always ask them for a detailed (parts, labor, and services) estimate. When I come back in and offer to supply the parts, the 'genuine parts' and/or 'no outside parts' discussions get fun!
Frequently the Service Writer will say things like 'WD-40' or 'Liquid Wrench' when the tech actually used something better like PB Blaster, so I would not assume they didn't try their best. When parts are rusted together I try to heat them as hot as possible (MAP gas at least) then cool it quickly with cold water. I have freed up rusted tie rod ends in this way, then gone back for the alignment - but was it really worth the time and effort I spent freeing them??
$500 seems a bit high to me, but perhaps the rust condition of your car has promted them to build in a little cushion - or maybe they always estimate high and then 'delight' the customer by coming in under. Some independent shops have rates based upon a mechanics experience and the lesser experienced mechanics can be assigned to the freeing of rusted parts, thus saving some money.
