The way I read between the lines are that you are planning to have another shop replace the tie rods and then have the dealer perform the alignment?
Why would you otherwise come back for an alignment later on since the tie rods would still be rusted solid.
That might be what the dealership is suspecting too and they don't want to first having spent the time trying to free up the rusted tie rods and then apply that amount to an alignment which would mean they have to do the alignment more or less for free after you have had the main work done at another shop.
Since (what the dealer say) the tie rods are rusted solid, you need the inner tie rod, adjusting bolt and outer tierod end. Those three items are about $230.00 in parts only per side. So if they quoted you $500.00 for both sides, that seems to be a low price.
Luckily where I'm at, I don't see much of rusty cars but I have had my share of them in Sweden and it can be a very tedious job trying to free things up and the time clock is ticking away like crazy.
When you finally realize you have to give up and sell the customer new parts instead, you have a lot of time built up and a lot of frustration.
If the customer decline the repair but still wants to come back later on for an alignment you wonder how the car would magically fix itself for the next visit.
You did after all drop off the car for a planned alignment and the shop did try to make that happen, but had to stop when it was not possible to free up those tie rods.
