1999 9-3 se, 30k mile service

I just took my 1999 9-3 SE (with only 30,000 miles in it) for the 30k service at an indy saab dealer. The car is always garaged and not driven much, as the odometer shows. Most of the driving is top and go city driving. Here is what the shop recommended:
- change belt and pulleys ($400-$475)
- change rotors
- change oil
- change sparkplugs
Total $900.
This does not include radiator flush and fill, just the topping off of all fluids. Nothing else. (Thats a bit odd. I thought the 30k service was more serious than that.) Re the belt and pulleys, they explained that normally it wouldn't be done for another 10k miles or so, but given the age of the car, I should get it done to be conservative. That logic sounds reasonable to me, but I am not sure.
Does this all make sense? Although the shop seemed nice to deal with, I am just a little surprised by the bill. Sometimes, because I am a woman, I notice that I am presumed to be gullible, so I just wanted an objective opinion.
Any and all opinions, reassurances appreciated.
