Agree belt should be replaced. Pulley (1!) what the hell!$40, Heck I would probably waste an hour on the thing. $400 that thing better spin golden yarn for ya!
Rotors perhaps are pitted. On an empty road, do a few 60mph to 10mph hard braking runs, do the brakes stop you well? any vibrations? that may help clean them up. Don't fool with funky brakes, a car that sits, that could be a problem. Arguably a good deal IF you need 4, for $500. Are you in winter salt? Calipers could bind, e-brake, a given?

No radiator flush? brake fluid flush? Normally not a part of 30K but 8 years, hell yeah!

Belt for sure. Pulley, never a bad idea, though usually 60K. Rotors have to see. Fluids should be changed, I'd get an estimate from a second shop.
