update with new valve....might want to try this aerobee

Stopped by the local dealer to see if they had the part and they called the other dealer in the area and had the part delivered from across town, total $31 with tax. Tested it with a 9V battery before installing and heard a loud click when power was applied also when blowing in on one side it would open/close with 9V on/off. The original valve has almost no click with 9V and the hose path connected to the throttle body never opens. Saab officially calls this part a "vacuum valve", part number 9189002, and seems to be a dealer only part. And it's made in france...go figure. Drove to get victory beer after replacing the valve and the last little stutter seems to be gone. So for a grand total of $34 in valve and vac hose everything seems to be fixed.
Also the turbo gauge really tracks my throttle inputs instead of lagging behind and since the brake booster is connected to the intake manifold with everything else my brake pedal feels slightly more firm in the first half of motion now that there is no vac leak. I guess that's an added bonus.
Hope this helps someone in the future with their rough idle/surging problems.
