No repair job on any car ever requires a "certified mechanic." I say this with a grain of salt. On more sophisticated delicate systems like these it would certainly require an intelligent, educated and careful approach however. Sometimes; (this possibly being one of those times) special tools as well.
I haven't seen the car I had asked about yet but have no doubt in my mind that if I am determined and learn what I need from this forum, I can repair it. As for the price of the parts, I cannot say.
From what I read about the car you mention I would imagine that if it only required a $300 part to make it right, the dealer would have fixed it.
