If the replacement idler was ruined, I can't see how any other pulley on the belt can cause that. Another frozen pulley could ruin the belt but I'd expect a new idler to survive, unless it was faulty?
If you don't find another pulley has failed, I'd leave the fender liner off etc and idle the engine and have a long look at all the pulleys.
A well lubed idler pulley bearing should not spin freely, but not bind or squeak or rattle, of course.
