I'd be very leery about a Viggen that has not been properly maintained and a dirty engine is not a good sign. Also, you say kid? How old is the owner? When I was a kid a loved my cars even when they were crap and my engines were clean!!! I will admit that keeping an NG900 or 9.3 engine clean is not easy....don't know what it is about the design but it's like it vacuums up dirt and covers the engine with it!
The biggest concern with a poorly maintained Viggen is sludge. Is there proof that regular oil changes were performed and using only synthetic? If not, look else where or have the oil pan dropped. At a minimum have the valve cover removed to check for evidance of sludge. Compression check is also mandatory.
The brakes should not make any noise nor should you feel the grooves in the rotors. As for my boost gauge, it always pulls up to red and holds there in 3rd and 4th.
Friend's wrong about Saabs and torque steer. Early Saabs had virtually none as back then Saab knew that you had to have equal length drive shafts. Viggen is a different story because to the huge amounts of torque.
Price doesn't sound all that great either....
