I don't see those listed for a '97... do you have a pointer?
If I wanted to keep the cost lower, I would try to find some used (matched set) of front springs from a local junkyard or maybe from Ebay. Keep in mind that your springs (and any from a '97) have already dropped a bit anyway so you're getting some free lowering :-)
Then I'd put in the best shocks I could afford. If the Koni's are too much for budget, Bilsteins are OK. The only complaint I've seen from people using them is that they are sometimes too stiff. Again, the Koni's transform the car, but I understand budgetary needs.
Don't replace the springs with something stiffer and leave the shocks undone. The reason is that shocks have to dampen the springs when they bounce. If the springs are stiffer and the shocks are old and worn, you will actually get a car that bounces more and handles worse by installing stiffer springs. You need a stiffer shock to dampen the stiffer spring.
