Head light (low beam) issue

2002 Saab 9-3 SE. (140K miles)
I got the dreaded "Front Light failure". Tried changing the bulb I thought had the problem (I looked during the day), no change- the SID message remained.
I then read up this BB and found the orange relay. I opened it up and found no cracked solder, but took a soldering iron to it anyway... After playing with it and getting to test in a dark garage, I concluded that I have high beam, but no low beam. (the other bulbs in the head light fixtures still work...) I confirmed that the orange relay works because I ordered a new one from Eeuroparts (linked here) and I still got the same problem. I tried swaping/removing the low/high beam relay (the gray relays next to the orange relay) and even flicking the light stalk, I cannot get the low beam to come up at all.
I checked EVERY fuse (both locations) and found no problems...
I just picked up a new H4 bulbs. I'll try playing with different combinations to see if it makes a difference, but I'm not optimistic...
Any ideas as to where to look next?
