From a legal perspective, you've been damaged. A correction needs to be made to restore your equity. However, it is quite likely they can convince a Judge that refinishing is a reasonable repair and then they Judge is likely to choose that option to correct the loss you have incurred. You and I both know that a refinished wheel is not as durable finish wise as a factory finish and the the paint won't match, but you need to convince a judge. You'd have an easier time on the paint matching issue but even that might be a challenge with the wrong judge. Some would believe that any autobody shop could spray a wheel and match the paint as the do with a car Again, we know that's not the situation and that even a very professional body shop has to blend paint repairs, but the Judge is unlikely to be familiar with such matters. So, he's likly to rule that refinishing two is acceptable. Perhaps he'd rule that they have to do all four.
You'd need some evidence that the refinished wheel would not be as good as the wheel you had before the incident if you hoped to prevail and get four new wheels. Some serious evidence, like sworn, notarized statements from body shop gurus who testify about the paint issues. Perhaps you could even get a wheel refinisher to admit that the wheels will not match unless he does all four. You might need to get innovative - for example, prove that the dealer replaces wheels that get damaged on new cars with new wheels to show that even they admit there's a difference.
But, long before that: the dealer has an insurance company who pays for such repairs. You will need to prepare for the same arguments with the dealer and/or his insurance company. Keep in mind that they have likly damaged wheels before and this has been their solution. Also, the insurance company always wants to get out cheap and will fight this.
The best choice would be if you have an attorney as a friend who would write you a letter reading them the riot act - they'd likely folkd right up front.
