Did you have the AC on when the steam escaped from under the hood? On my 97 SET the AC compressor has a safety relief valve which opens for a second or two when the pressure on the high side of the system exceeds safe levels. The effect is very much like steam escaping, and a bit of oil gets blown out also which would look very much like coolant in the area of the lower radiator hose. This happened to me when my AC expansion valve failed; I suppose it could happen also if your radiator fan has failed. This would also make the engine overheat when the car is not moving.
Otherwise I don't know why you still have coolant in the reservoir; on mine the lower reservoir hose appears to run to a pipe which is connected to the back side of the water pump. I suppose it is possible that there is a blockage in that pipe, but this doesn't seem likely. To check to see if you have coolant in the radiator you might carefully remove the upper radiator hose to see if coolant runs out.
