High Beams stuck on...

IN my 99 9-3 SE my high beams seem to be stuck on all the time, including when the car is not running. If I pull the 27th fuse, my ACC won't work and high beams will go out, if I pull the high beam fuses out of the engine compartment box they go out but I get the head lamp out notification. I have tried switching all the relays out (orange, low beams, and high beams) and still the same symptom. SO, it seems there is some sort of short, I am assuming near the relay box under the hood!? The highbeam indicator is on all the time, and it seems as though the high beams are always on, even if I pull the high/low switch which will trigger the low beams on and off, but keeps the high beams on at the same time. ANyone have a clue as to how I might diagnose (jumping some of the fuse terminals?) where the short is or just any opther suggestions? Thanks...
