The 9-3s are pretty solid cars. You wont have to do nearly as much tinkering as you would with a c900. They do however have a few known issues.
-The manual heater controls can break and be costly to fix (~$900+)
This is for cars without automatic climate control.
-Engine sludging has been an issue on some cars, especially Viggens.
-I'd want to see that the serpentine belt and idler pulley had been changed during the 60k mile service.
-The SID (or stereo/computer display unit) will lose pixels.
The current thing plaguing my '99 base 9-3 is a vibration at highway speeds. Most people's first instinct is to get a wheel balance/alignment, which I did. After those didn't work, it's been a costly adventure. I've had one drive shaft replaced, followed by the other after the first didn't solve the problem. My car is still at the mechanic and has been there since last Friday.
That was a bit of a rant. Sorry. :-)
Just ensure that it doesn't shake on the highway.
