On my c900 I ended up pulling it all out and replacing the headliner. I used a contact cement by Dap(?) that they use for many things like formica counter tops.
I found that no matter what it wouldn't stick or stay. I used the 3M super77 spray mount, all kinds of glues and nothing stuck very long. I think the backing was crumbling creating the issue. Some glues would bleed through the fabric and looked horsey.
Perhaps try cleaning up the fabric and the backing and coat the backing with something the adhesive won't soak into.
