Replacing Heater Control Arm - dash removal

Hi - need to replace my heater control arm in my manual heating system of my 1999 9-3. Snapped off one day and now it's stuck on floor [and a little defrost]. How should I go about popping the face off to get inside?
Also, those control arms are pretty cheap [look like toilet paper holders IMHO]. When I bought the car, there was a broken one in the glove box. I live in NE so it seems the cold can freeze these up and over time make them brittle. Thinking of a way I can somehow reinforce the arm? The bottom has a really thin piece of plastic which is what snapped on the one I saw in the glove box and what I think went on this one.
Seems to be an easy enough fix, but just want to make sure I take the front off properly to keep from damaging anything else.
