I have the stiff heater box and the broken 'toilet roll' The cure is a new distribution drum. Part are about $200. Labor is 9+ hours-ouch. Instead of drum replacement,I set my drum on floor/windshield for winter.
To do that, I first removed the passenger side panel that covers the center console by the passengers left foot to get access to the heater control knob assembly. The cover is held on by several screws.The heater control assembly pops out. The cable clips to the back of the assembly and it should be obvious how it clips on and off. Once the assembly is aside I used a large blade screwdriver to twist the drum control like the toilet roll would if it could. I turned it clockwise as far as it goes-then back a few clicks. Reassemble. I think a shop might skip removing the console panel but I did it for easier visibility and access.
